Start with your base, sharpen.

Take this and set to pin light at 50%.

Duplicate your base, bring to the top and set it to overlay 100%.

Duplicate your base again, bring to the top and set it to overlay 50%, and desaturate this layer.

Set this to color burn 60%.

Set this to hue 100%.

Finally, set this (#000F48) to exclusion 100%.
