Made in Photoshop CS2.
Crop your base to 100x100.
Duplicate the image and set to soft light, 100% opacity.
Now add a layer and fill it with #0E1952, set to exclusion at 100% opacity.
Now add this texture:
set to soft light, 100%.
Now add another new layer and fill it with #8898EB. Set to linear light - 8% opacity.
Go back to your base and duplicate it, set layer to screen
and drag it so its the third from the bottom on the layer palette.
Merge all layers.
Now duplicate your base and set to multiply (100%).
Flatten image.
Now your done :)
