Go from
to
using photoshop.

Open your base, if it's dark duplicate it and set to screen, repeat this step if needed.

Make a hue/saturation layer:
Master saturation: 35
This step make the colors pop out.

Make a selective color layer:
R: -100 20 100 0
Y: -30 20 30 0
W: 100 0 -50 0
N: 20 -10 -20 10
B: 0 0 0 10
This step make the reds and blues stand out, and makes the colors brighter.

Fill a new layer with #2b2b2b and set it to lighten at 50% opacity. Now the image got a dark grey shade to it.

Fill a new layer with #1b0f00 and set it to exclusion. Now the image gor this brownish color to it.
