1) Prepare your base how you want, just don't try to brighten it yet. You can sharpen it if you want. I used this image from SCP, and then used the smudge tool to get rid of the CW logo. I sharpened it by going to Filter>Sharpen>Smart Sharpen, set the amount to 35%, and the radius to 1.0.

2) Now, this image is extremely dark so we need to brighten it up. So duplicate your base and set it to Screen at anywhere between 30-75%.

3) It's still not bright enough for my taste, so we're going to make a new Curves layer by going to Layer>New Adjustment Layer>Curves. Use these settings:

RGB:
1st point: 116, 185
2nd point: 202, 187

4) Just to add a nice effect, we're going to add a new Levels layer by going to Layer>New Adjustment Layer>Levels. Use these settings:

RGB
Input: 0, 1.13, 228
Output: 9, 255

-Note: If your image isn't as dark, you may want to either:
A: Skip either the Levels or Curves layer
B: Lower the opacity of the Curves layer

5) Now let's start with the coloring. Make a new Color Balance layer by going to Layer>New Adjustment Layer>Color Balance. Use these settings:

Shadows: +29, +23, +26
Midtones: +22, +11, -19
Highlights: +20, +11, +24

6) This layer gives the coloring a bit of a faded but bluish look. If that makes any sense at all. So, make a new Channel Mixer layer by going to Layer>New Adjustment Layer>Channel Mixer. Use these settings:
Red: +108, -8, -6, 0
Blue: +4, -22, +106, +10

7) Last step! I love fading out my pictures by using Lighten layers, so make a new Fill Layer by going to Layer>New Fill Layer>Solid Color. Use #2f2f2f and set it to Lighten around 50-75% depending on your image.
