Here's a thumbnail since the actual image is quite big:
I used PSP7 in this tutorial.
1) Start out with a largish image. I used 320x278 pixels in my example. Fill the background with dark brown. I used RGB: 79, 57, 23, (html#: 4F3917).
2) Add a new layer
3) Apply the Rust Flakes texture (underneath where you choose your color). (If you don't have one similar, feel free to take this one and plug it into your "textures" folder:

4) Change the Layer's Blend Mode to "Screen". It'll look like this:
5) For the border, I simply used a Picture Frame. Another way is to add a 10 pixel border of a different color. Manually select the border (so you get a marquee) and play with the beveling. I found that "Frame" usually looks the best.
6) Start adding stuff! (Tubes are great for this part)
6a) For "polaroids" simply resize your picture to its desired size and paste it on a big white new image. Then, using your Crop tool, chop off the extra white until you're left with the polaroid picture.
6b) For necklaces/bracelets/etc: My fish is part of a dingbat font that I added a "metallic" frame to. The black necklace is a squiggle of black line that I messed around with the bevel/embossing and such. Hint: Don't forget to add drop shadows to what you're putting on the board.

Now this was my first one made a long time ago so I've learned a few things since then. For example, the blue pushpin should have come with your PSP tubes ("Desk Drawer" I think it's called), but the red ones came from:
