As per a friend's request...A small manga coloring tutorial.

I use PSP9, but this is probably translatable.
Take you image and resize if needed. You may also want to play with the brightness/contrast (Adjust->Brightness and Contrast->Brightness/Contrast), though I didn't need to. Crop to 100x100.

Now, make a new raster layer (Layers-> New Raster Layer). Select your airbrush tool, and go over your picture with teh desired colors in the desired spots. Okay, that sounds weird. Paint that parts of the picture where you want your colors.
Now the layer to "color." Or, if you prefer, you can set it to "color (legacy)." There are only small differences in the results.

Take this texture (Unknown, if anyone knows who did it, I'd bbe glad to know and give credit!) and paste it as a new later. Set the layer to 'burn."

Now, create a new raster layer again and make sure it's on top. Fill it with the color white - you shouldn't need to know any color code for this, it's WHITE. My floodbucket is set at opacity: 45 and tolerance: 20, so that it only makes a little faded effect over the rest of your image. I then erased the rest of that layer that was over Chibi-Usa and the background, leaving it only over Pegasus/Helios.
Now go to Effects->Illumination Effects->Sunburst, and use these settings:
Now it looks like this:
Add border/text, and you're done!
