I started with this photo of Veronica and Duncan from Veronica Mars (This icon was made for a challenge at fandom_lims)
I rotated my picture (you don't have to). Crop and resize. Sharpen it once.
Duplicate your base 2 times. Set both to soft light, and desaturate the top one.
Add this color on a new layer and set it on burn, opacity 25.
Resize your image to 70x70 pixels and sharpen it. Paste it on a 100x100 white backround.
Add 1 pixel black borders on a new layer around the picture and the border of the icon. Set the opacity of both to 18.
Then add a line of white tinytext set on screen.
There you go, all finished! That wasn't so painful, was it? Comments are greatly appreciated-feedback also. Thanks,
