Using Paint Shop Pro 8
Crop and sharpen base.
Go to Layers > New Adjustment Layer > Curves
Do nothing with the green channel. Leave the layer at Normal but change the opacity to 56.
Duplicate the base, drag it above the curves, set it to screen
Duplicate that screen layer and change the opacity to 62.
Add a new layer. Fill it with a dark blue color. I used #041734. Set that layer to Exclusion and the opacity to 57.
Add a new layer. Fill it with a light blue color. For this step I used #83BDF3. Set this layer to burn and change the opacity to 66.
Add another layer. Fill it with a pink color I used #F383B8. Set it to soft light with the opacity of 68.
