I use PS CS2, curves involved-though beginners friendly.

1. Duplicate your base & set it to screen, change the opacity to 50 %.
2. New exclusion layer, fill it with #00416a, change the opacity to 34 %.
3. New color burn layer, fill it with #c0dced, change the opacity to 29 %.
4. New curves layer: green;
blue;
set the curves layer to colorburn.
this is a tutorial for my next post. Don't re-do this, make it your own way,please :)
