1. Crop your base to 100x100, sharpen, smoothen the skin, whatever you need to do. In this case, I just sharpened it once.
2. Duplicate your background image once and set to screen 100% opacity
3. Make a new layer with #F68AC5(light pink) set to softlight 22% opacity
4. Make a new layer and fill with #0B1553(navy blue) set to exlusion 100% opacity
5. Duplicate your base again, desaturate it, set it to softlight and bring it to the top.
