This is a pretty simple tutorial. In these images it doesn't look like much is changing throughout the steps but you'll see when you actually make it. ;) Remember to adjust the settings to your image, no need to copy the tutorial word for word.
Crop and resize image to get your base.
Duplicate your base. Set it to Screen at 80% opacity.
Duplicate your base once again and drag it to the top. Set it to Soft Light at 50% opacity.
Create a new layer. Fill it with #EDE3CF on Color Burn, opacity at 30%.
Create another new layer. Fill it with #CFE3ED on Color Burn, opacity at 60%.
Create one last new layer. Fill it with #F2ECFF on Color Burn, opacity at 40%.
Go to Layer >> New Adjustment Layer >> Hue/Saturation. Increase the Saturation to +20 and leave everything else as is.
Copy and paste this texture I made from a brush (which sadly I can't remember where it's from to give proper credit). Set this layer to screen.
Flatten your image, and viola! You're done! Simple right? :)
