First start sharpen the image

Duplicate base layer and set blend mode to "Soft Light" 100% filled with colour #DEECE5

Layers > Merge > Merge All (Flatten). Adjust > Brightness and Contrast > Automatic Contrast Enhancement.
Bias: Lighter
Strength: Normal
Appearance: Bold

Duplicate layer and set blend mode to "Burn" 100% filled with the colour #C4F6FC

Layers > Merge > Merge All (Flatten). Duplicate layer and set blend mode to "Exclusion" 50% filled with the colour #011A29
