How to go from
to
or

I use PS7.
Involves color balance.

1. Crop your base, resize, etc.
2. Duplicate and set to screen as much as needed. If your base is already bright, then don't at all.
3. My base is a bit yellow, so I used color balance.
If your picture is fine, don't bother. However, if the colors are unbalanced then you should use this.
Layer>>New Adjustment Layer>> Color Balance.
I used these settings: Midtones- 0, 0, +100.

My base now looks like this:

4. Create a new layer and fill with #041B26.
Set to Exclusion, 100%.
5. Create a new layer and fill with #CEEFFF.
Set to Color Burn, 100%.
6. Duplicate the previous Color Burn layer.
7. Create a new layer and fill with #CBCBCB.
Set to Color Burn, 100%.
8. Merge layers and duplicate. (or you can create a new layer, and press Ctrl+Alt+Shift+E)
9. Duplicate two more times.
10.  Set all 3 layers to soft light.
11. Desaturate the bottom and top soft light layer.
12. Change the middle soft light layer's opacity to 30%.

VOILA! You have the first icon.

However to get to the second one, you need to take a different direction:
(from step 8)
9. Duplicate only one more time.
10. Set both layers to soft light.
11. Desaturate the top layer.

That's all!

Other examples made with this technique:

P.S.: Play around with the opacities and delete certain layers if you don't need them. You'll get a better result. If the icon is a bit too pale, then use a tan multiply layer such as #D2C090. Feel free to ask questions.

Enjoy
