1) Duplicate your base and set it to Soft Light. Filter > Blur > Gaussian Blur: Radius - 15px. Duplicate this blurred layer.



2) New layer, fill with a light grey (#D1D1D1). Set to Colour Burn.



3) New layer, fill with a bright blue (#28E2E9). Set to Soft Light, opacity 30%.



4) Duplicate one of the blurred layers and drag it to the top. Set to Overlay.



5) Layer > New Adjustment Layer > Hue/Saturation: Saturation - +30

Layer > New Adjustment Layer > Brightness/Contrast: Brightness - +12

I also went back and clicked on my base layer, Image > Adjustments > Hue/Saturation: Saturation - +20



6) I added some text. Century Gothic, 18px, crisp, bold, tracking: 200, white, opacity 30%.
