Go from This to

Made in PS 7.0
Not very translatable (Selective Coloring)
BUt the Selective colouring is a minor part, so if you skip that step it could be translated to any program.



Step 1:
Crop your base, I started out using this image


Step 2:
Duplicate your Base and Set it to Screen. 65%


Step 3:
Duplicate your Base again and bring it above the screened layer.
Set it to Soft Light. 100%
(To acquire the black border:
Find this symbol:
(Just below the layers)
On the Drop down Menu click Stroke
Size: 16
Position: Inside
Blend Mode: Normal
Opacity: 100
Fill Type: Color
Color: #000000)


Step 4:
Go to: Layer : New Adjustment Layer : Selective Color...
Use These Settings:

Reds
Cyan:-100
Yellow:+100
Black:+100

Yellows
Cyan: +100
Magenta: +24
Yellow: -100
Black: +15

Cyans
Cyan: +100
Magenta: -100
Yellow: -100
Black: -78

Set the opacity to 26%


Step 5:
Create a New layer Fill it with: #00033D
Set it to Exclusion 100%


Step 6:
Create A New Layer Fill it with: #FFDEC4
Set it to Multiply 100%


Step 7:
Duplicate your Base and Bring it to the top.
Desaturate it.
Set it to Soft Light 100%


Step 8:
Go to: Layer: New Adjustment Layer: Brightness/Contrast
Brightness: +24
Contrast: +3


Step 9:
Open your Base in a new window, crop it down and resize it to a smaller size.


Step 10:
Paste it into a layer on top of everything. Desaturate it. (I also flipped mine horizontally to not have as much match)

(Important white border to Make Grunge Border in Next Step more visible)
Find this symbol:
(Just below the layers)
On the Drop down Menu click Stroke
Size: 4
Position: Inside
Blend Mode: Normal
Opacity: 100
Fill Type: Color
Color: #ffffff)


Step 11:
Create a New Layer and Paste This Brush I created specifically for this. Set it to Multiply 100%


Step 12:
Add Text.
Large Text: Century Gothic
Small Text: Desyrel
