Duplicate and set blend mode to Screen 100%.
Duplicate again (depending on the darkness of the picture you're using. Maybe you need to duplicate twice and play a little with the numbers in the second duplicate.) In this picture I duplicated ones.

Layers > Merge > Merge All. Now go to: Adjust > Hue and Saturation > Automatic Saturation Enhancement. Set "Bias" to Normal and "Strength" to Strong. In PS I don't know how to translate this step. Maybe you can set Saturation a little higher. If you find a way for PS, just give a sign in here.

Click the "Flood Fill Tool" (or press F on your keyboard). Set blend mode to "Burn" > Opacity 25%. Now fill your picture with colour #A3F6FD.

Layers > New Adjustment Layer > Brightness/Contrast. Set Brightness to 0 and Contrast to 12. You're already done !
