Made with PS7, but translatable. 5 layers.

Crop your base to 100x100. Dupilcate your base and set it to screen. (I duplicated mine twice and set both layers to screen; it just depends on the photo you're using.)

Add a light blue color layer and set it to color burn. I used #97D7EF
, but any variation of light blue will work fine. Mine's never the same everytime.

Add a light pink layer and set it to soft light. I used #FFB5E2
, but again, any variation will work. I promise.

Create a Hue/Saturation layer:
Master: +60
Red: -50
Magenta: -60

Depending on the photo you really have to play around with the hue/saturation. Always mess around with master first, then take away any nauseating outstanding colors by reducing red, yellow, magenta, cyan, blue, etc.
