This is done in PSP8 But it's easily convertable!
1. Duplicate this layer twice. Set the middle layer to Screen and the top layer to Soft light
You'll get something like this:
2. Add two fill layers (#C0C0C0)
3. Set the two grey layers to burn and multiply in that order
4. Add a transparent layer
5. Select the brush tool and turn down hardness, put a line along the bottom and also color around Catherine's head to get rid of the background
6. Take this by peoplemachines and set the layer to screen
7. Duplicate that layer and move it around so the scratches aren't in the exact same place this time
Et voilà!
