Made in Photoshop CS2, includin Selective Color, sorry PSP users :(

Going from this
to

Let's start from Duplicate Base and set it to Overlay 100%.
New layer, set to Saturation 100% and fill with #e0002f.
Create New Adjustment Layer - Selective color.
REDS:
Cyan 100%
Magenta -10%
Yellow 100%
Black -30%

YELLOWS:
Cyan 100%
Magenta -100%
Yellow -100%

WHITES:
Cyan -100%
Magenta -100%
Yellow 80%
Black 26%

NEUTRALS:
Cyan -52%
Magenta -45%
Yellow -85%
Black 45%

Method Relative, press OK.

One more New Adjustment layer - Hue/Saturation.
Always change ONLY Saturation. Nothing else.
Master -44
Reds +40
Yellows +10
Cyans +35
Magentas +30.

And the last step, make New Adjustment Layer - Selective color.
REDS:
Magenta 70%
Yellow 45%
Black 100%

YELLOWS:
Cyan -25%
Magenta 41%
Yellow -35%

CYANS:
Yellow 100%

NEUTRALS:
Cyan 5%
Magenta 16%
Yellow 8%
Black 10%

Method Relative, press OK and u'r done! :D i hope u like it!
Pay attention! This tutorial won't work with any picture. U gotta find the best way to make it looks good! ;)
