Get this coloring:

1) Filter>Sharpen
2) Layer>New Layer>Fill with #07122e>Set to exclusion
3) Layer>New Layer?Fill with #cccccc>Set to soft light at 50%
4) Duplicate base, drag to top, desaturate and set to hard light

That's it!!! :)
