I've made another very easy and very translatable tutorial, don't know, what else to say =).
Step 1:
Get your base. Do anything you want. I did nothing.
Step 2:
Duplicate your base, and set it to Screen 100%.
Step 3:
Duplicate your base again, drag it to top, and set it to Soft Light 41%.
Step 4:
Make a new layer, fill it with #96ccff, and set it to Soft Light 100%.
Step 5:
Make a new layer, fill it with #deabff, and set it to Soft Light 100%.
Step 6:
Make another layer, fill it with #e3cc86, and set it to Multiply 69%.
Step 7:
Duplicate your base, drag it to top, desaturate it, and set it to Soft Light 29%.
Step 8:
Make a new layer, fill it with #c0c0c0, and set it to Colour Burn 100%.
