How to go from

using Photoshop CS2 (selective colors).
1. Duplicate your base and set to Screen between 75% and 100% (for the icon above I used 100%)
2. Create new Exclusion layer, fill with #0A2249, and set opacity to 100%
3. Create new Selective Color layer.
Reds: -100, 62, 17, 14
Cyans: 100, -60, 100, 100
Blues: 0, 100, 57, 19
Whites: 0, 0, 35, 0
Neutrals: 42, -12, -10, -7
And you're done! :) Other icons I've made using this technique:
