For both PSP and PS; all GIMP users try it out. I don't have GIMP.

Step 1. Make a new hue/saturation layer and set the saturation on -100.
step 2. Merge all layers.
Step 3. Duplicate your base and set it to overlay.
Step 4. Choose any color you would like on your icon. I chose #4B061F (dark magenta)
Step 5. Make a new layer; set it to hard light.
Step 6. Pick the selection tool and select a strip anywhere in your image on the hard light layer.
Step 7. Keep the selection tool and select any part of your icon (picture); then copy it. I selected Ashley's face and dog.
Step 8. Paste it as a new layer and then resize it so it won't be to big or too small.
Step 9. Make a new layer. Keep it at normal; drag that layer behind your small picture.
Step 10. Make a little square using the selection tool and fill it with the color you chose for your stripe.
Step 11. Flatten Image (merge all layers).
You can either stop here or add a border.

and your done! It's as simple as that! Wouldn't take more than a minute.
