Two tutorials. Both made in PSP8, and both translatable. Mostly colour-fill layers. One Hue and Saturation layer.

To;
01/ Start with your base. Crop it. Duplicate it. Screen it, Opacity: 100%.
02/ Duplicate the base again, and set it to Screen, Opacity: 40%.
03/ Create a new raster layer, fill it with #8DE2FF (
), and set it to Soft Light, Opacity: 45%.
04/ Create another raster layer, fill it with #102352 (
), and set it to Exclusion, Opacity: 50%.
05/ Go to Layers>New Adjustment Layer>Hue/Saturation/Lightness, and raise the Saturation to 40.
06/ Duplicate the base once again, and drag it to the top. Set it to Soft Light, 60%.

01/ Duplicate the base and set it to Screen, Opacity: 100%.
02/ Create a new raster layer, fill it with #F8C8F0 (
), and set it to Soft Light, Opacity: 55%.
03/ Create a new raster layer, fill it with #D4E3D0 (
), and set it to Multiply, Opacity: 50%.
04/ Create another raster layer, fill it with #102352 (
), and set it to Exclusion, Opacity: 30%.
05/ Go to Layers>New Adjustment Layer>Hue/Saturation/Lightness, and raise the Saturation to 26.
06/ Duplicate the base, and drag it to the top, and set it to Soft Light, Opacity 35%.
