1] Prep your base however you usually would. Since I am going to be doing a little of erasing duplicates of the base later on, if you might not want to resize the base too small if you are not comfortable with working on a small canvas. I also sharpened the base once.
2] Duplicate the base and set it to Gaussian Blur at 7.3. Then set it to screen at 20%.
3] Create a Colour Balance layer and set to the following:
SHADOWS: -30, -8, -17
MIDTONES: 7, -19, -12
HIGHLIGHTS: -16, -12, 9
4] Create a Selective Colouring layer and set to the following:

5] Create a Levels layer and set to the following:

5] Create a Curves layer and set to the following:

6] Create a new layer and flood fill with #051C23. Set to Exclusion at 100%.
7] Create a Selective Colouring layer and set to the following:

8] Now you need to select all the layers and use the copy merge option. Pasted this new layer between your base and the screen layer then desaturate the layer.
9] Now this is where the erasing I was talking about earlier comes in. Erase whatever area you want to stay in colour which, for this icon, was obviously our buddy Nomar. When you are done set this layer to Colour at 100%.
10] Add your text, brushes, ect and flatten. I used a scratch brush by
daisukicons and Tahoma for the font.
