in 8 steps using PSP10 but should be translatable.
1. Crop and resize your base, sharpen if you want.
2. Duplicate your base at 100% (this will differ depending on your base, of course, whether it means lowering the opacity or duplicating your screen layer.)
3. Create a new layer and fill it with a dark blue color (I used #02042a) and set it to exclusion at 100%.
4. Create a new layer and fill it with a light blue color (I used #8fe1ff) and set it to softlight 100%.
5. Duplicate your base and drag it to the top and set it to burn at about 40%.
6. Create a new hue and saturation layer
Yellows : Saturation : 15
Cyans : Hue : -10 Saturation : 15
7. Create another new hue and saturation layer
Reds : Hue : 10 Saturation : 50 Lightness : -5
8. Duplicate your base again, drag it to the top and set it to softlight at about 40% again. My result looked just a little sharp so I softened this layer, but it's not neccesary.
And you're done!
