Uses Curves and Selective Coloring. Not translatable, sorry.

1. First crop & resize your base.

2. Open a new curves layer. 
Layer > Curves. With these settings
RGB > Input: 96 Output: 133

3. The Duplicate that layer & set the opacity to 70%.

4. Create a new Selective Color layer. Layer > New Adjustment Layer > Selective Color.
Use the following settings:

White: 0,0, -100, 0

5. Layer > New Adjustment layer > Channel mixer

Red: 158%, -64%, 0

6. Hue/Saturation
Master: Saturation +20
Red: Saturation +30

7. Open a Brightness/Contrast layer

Brightness: 6
Contrast: 6

Your all done =D
