How to go from this to this

Other examples of this coloring:





1.) Do whatever to your base. Sharpen, brighten, etc.
2.) Next a Selective Coloring layer

Reds: -100, 100, 0, 0
Yellows:-100, 0, -50, 0
Cyans: 100, 0, -100, 0
Blues: 100, 0, -100, 0
Magentas: -100, 100, -100, 0
Neutrals: 50, 0, 50, -15

Set this to 50%

3.) New Selective Coloring:

Reds: -100, 0, 100
Yellows: -100, 0, -50, 0
Cyans: 100, 0, -100, 0
Blues: 100, 0, -100, 0
Magentas: -100, 100, -100, 0
Neutrals: 43, 0, -20, -18

4.) New Color Fill layer - Fill with #000014 at Exclusion.
5.) Now go back and make a H/S/L layer above your original base and set it to whatever looks best. I picked 35.
