Start off with the basics, cropping, resizing, sharpening, etc. Duplicate the base, set to screen, duplicate it again, set to softlight. And create a new layer, fill it with #94BBF6. Set to colorburn, 100%.
Create another new layer, fill with #0C2A58, set to exclusion 100%.
Once again, a third fill layer, fill with #0D2822, set to exclusion 100%.
Make a new Selective color layer, use these settings:
Reds: -100, 0, 100, 100
Yellows: -32, -35, -100, -100
Cyans: 100, 100, 100, 100
Magentas: 100, 100, 0, 0
Whites: -28, 0, 0, 0
Neutrals: 100, 16, -7, 5
New Color Balance layer:
Midtones: -22, 20, -10
Shadows: 19, -11, -7
Highlights: 10, -2, -5
New fill layer, fill with #D7E7FF, set to lighten 10%.
Duplicate the base, drag it to the top, desaturate, set to softlight 100%. Duplicate that softlight layer and change it's opacity to 45%.
Merge layers, finished! :D
