Learn to go from

Take your base, and do what you must with it. If it's dark, you should screen it, but if not, there's no need. I left mine how it was. (If your icon is too light, or too dark at the end, you can go back to the base and either delete or add a screen layer)



Add a new layer and fill it with a bright yellow (fffc00). Set that layer to soft light

Create a new selective color layer (Layer>New Adjustment Layer>Selective Color) These were my settings (feel free to play with them!) (Credit for this part goes to belfryicons)
Red: -100, 0, 100, 100
Yellows: -20, 0, -23, 0
Magentas: -100, -100, -100, 0
Neutrals: 65, -18, -80, 15

Create another new selective color layer These were my settings
Reds: -100, 28, 100, 30
Neutrals: 0, 0, 0, 10
Blacks: 100, 100, 100, 100

Merge your layers.

Next you want to create a new base. Make it 100x100 pixels. Take your already colored base, and paste it onto the new base. Keep it open, though, you'll use it again. DO NOT MERGE YOUR LAYERS! Now for my particular icon, as you can see, I flipped the base. Do this by going to Edit>Transform>Flip Horizontal. You can leave the base where it is, or move it. Make it fun and creative.
I moved my base over to the right a little bit.

Now go back to your colored base (the one that you merged and pasted onto the new base). We're going to make it black and white. There are a few ways to go about this, but I'll tell you how I did it.

Go to Image>Adjustments>Hue Saturation.
Hue: 0
Saturation: -100
Lightness: 0

Now the base looks a little dull. To fix that duplicate the layer, and set to softlight

Merge your layers.

Next, take the new black and white image, and paste it on top of your new colored base. DO NOT MERGE!! Now you can move it around, and delete any part of it you don't want on your final icon. (To do this select the parts you want to get rid of, and then hit backspace). Play with it until it looks nice.

Now you can merge.



To get the white line down the center, just select a narrow strip a few pixels wide, and fill it with white.

Now just add brushes/textures/etc, and you're done!
