We're going from this to
in PSP X!

Ok, first, lets take our base. I took one of Amber Tamblyn.
Sharpen it, blur it, do whatever you think you need to do to prepare your base.


Then, go to layers -> New adjustment layer -> Color Balance.
MIDTONES
Cyan: -5
Magenta: -6
Yellow: 10
SHADOWS
Cyan: 27
Magenta: -20
Yellow: 10
HIGHLIGHTS
Cyan: -2
Magenta: -11
Yellow: -15


Not very pretty.
I thaught it needed some blue, so first, I made a new layer and putted the settings on Soft Light 100%. I'd take #8ef8f6 and filled the Soft Light layer.


Better, but not good enough for me.
Go to Hue/Saturation; Layers -> New Adjusment Layer -> Hue/Saturation/Lightness...
Make the saturation stand up round the 60.

 
It wouldn't work with every picture, so -yes please-, experiment with the settings!
