1.] Crop your image, sharpen, ect. as desired.

2.] Duplicate your base, set to screen, 70%. [yours may be lower or higher depending on your image]

3.] Layers > New Adjustment Layer > Selective Coloring:
Red -67 45 36 -23
Yellow -100 100 100 -76
Green 80 -32 -30 50
Cyan 52 -45 23 0
Blue 66 -43 -50 0
Magenta -45 30 40 0
Whites 0 0 -50 0
Neutrals 10 -20 -5 0

4.] Layers > New Adjustment Layer > Color Balance:
Midtones -20 -16 13
Highlights 0 7 0

5.] Layers > New Adjustment Layer > Selective Coloring:
Red -67 39 67 0
Neutrals 13 -10 20 0

6.] Layers > Fill Layer > Solid Color > set to color burn, 70%, color #C1CCF5

7.] Layers > Fill Layer > Solid Color > set to soft light, 40%, color #000000

8.] Merge visible, duplicate it and set it to soft light, 30%.

AND YOU'RE DONE! :D
