1. Start with your base. I used the below picture of Miura Haruma. Crop it to 100x100 and prepare it however you need.
2. Add a new color balance layer. Use the below settings.

midotones -12, 0, 24
3. Add a new raster layer. Set it to soft light 20% and fill it with #c3daf4 (light blue).
4. Add a new channel mixer layer at 35% opacity. Use the below settings.
red 100, -60, 0, 0
green -30, 50, 55, 0
blue -100, 150, 30
5. Add a new raster layer. Set it to exclusion 16% and fill it with #f35fa8 (pink).
6. Add a new channel mixer layer at 50% opacity. Set it to color. Use the below settings.
red 125, -30, 0, 0
green -15, 115, 11, 0
blue -58, 130, 40
7. Add a new color balance layer. Use the below settings.
highlights 30, 0, 0
8. Add a new hue/saturation/lightness layer. Use the below settings.
cyans -55
If your picture is too pale at the end of the tutorial, then edit this layer to have the below settings instead.
master 20
cyans -75
9. Add a new brightness/contrast layer. Use the below settings
contrast +12
