Involves Selective Color layers
A total of nine steps

This.
 To.

01. Crop your base to 100 x 100.
02. Duplicate your base and Sharpen it. (You may need to change the opercity if your icon looks to sharpened).
03. Create a new layer and fill with 211803. Set to Exclusion at 20%
04. Create a new layer and fill with ffde00. Set to Soft Light at 10%
05. Create a Selective Color layer -

REDS: -100 +49 +100 +0
YELLOWS: +51 +38 +100 +29
WHITES: +100 -5 -77 -14

06. Create a Color Balance layer -

Midtones: -29 -16 +21
Shadows: -25 +4 +5
Highlights: -19 +9 +4

07. Create a Curves layer -

RGB -
Output: 245
Input: 235

BLUE -
Output: 213
Input: 218

08. Create a Selective Color layer and keep at Normal at 67% -

REDS: -100 +13 +32 +0

09. Create a Gradient Fill and Keep at Normal at 15% -

Gradient: d1d1d1
Style: Linear
Angle: -76.76
Scale: 100%
Align with layer: Checked
