Made using Adobe Photoshop CS3
Involves Selective Color layers
A total of ten steps

This. 
 To.

01. Duplicate your base and Sharpen it at 100% (You may need to change the opercity).
02. Create a Curves layer -

RGB -
Output: 234
Input: 209

03. Create a new layer and fill with ffe400. Set to Soft Light at 10%
04. Create a new layer and fill with ff0000. Set to Overlay at 4%
05. Create a new layer and fill with 331f03. Set to Exclusion at 100%
06. Duplicate your base and drag it to the top. Set to Soft Light at 60%
07. Create a Selective Color layer -

REDS: -100 +61 +100 +0
YELLOWS: +100 +40 +68 +0
WHITES: +38 -6 -17 +0
NEUTRALS: +25 +0 +0 -15

08. Create a Color Balance layer and keep as Normal at 55% -

Midtones: -32 -10 +0

09. Create a Brightness/Contrast layer and keep as Normal at 75% -

Contrast: +15

10. Create a Levels layer -

RGB -
Input levels: 10 1.00 255
