Level: Easy (but a bit... trouble I guess)
Involved Seletive Color, Hue/Saturation, Levels, Channel Mixer.
I use Photoshop CS2.
* Pretty much adjustment layers involved.

Also, I remember that I used some basic concepts on someone tutorial to do some coloring, but I don't remember where I get from, perhaps you can find it in my memories.
If you have some questions, comment here and I'll reply you soon!
1- Crop your base.
2- Duplicate the base and sharpen it. Then set the opacity to 30%. Merge it(Ctrl+E) with the base because you need to duplicate it after some steps.
3- Add a new layer fill with #252525 and set it to exclusion 100%.
4- Duplicate this filled layer and set to 40%
5- Now duplicate the merged base and set it to soft light.
6- Add a colour balance layer.
Mid:-61, 0, 100
Sha:20, 0, 0
high:25, 0, 0
7- Add a Hue/Saturation layer with saturaion +20.
8- Add a Selective color layer.
Red:-100,0,0,0
Cyans:100,0,-100,100
Blue:100,0,100,0
White:100,-15,100,-5
Neutrals:20,0,0,0
9- Add a Selective color layer again.
Red:-100,0,100,0
Yellow:100,0,-85,0
Cyans:100,0,-100,100
Blue:100,0,100,0
Neutrals:-25,25,-10,-25
10- I promise, this is the last Selective color layer!><"
Red:-100,23,39,-1
Yellow:-100,88,-12,-31

11- Add a Channel Mixer layer.
Output Channel:Red
Red-95%
12- Now add a Level layer. I just made it darker a bit, you can skip this step if you want. (I'm always doing some unneccessary thingsOTL)
RGB: 0, 0.90, 255
13- Add a new layer fill with #7c0000(just choose something deep red) and set it to Exclusion 10%
14- Duplicate the layer you've just filled and set it to Soft light 20%. (I think I was just keeping on make it red and blueOTL STUPID!)
15- Finish the coloring part, finally! Now, press Ctrl+A to select the whole icon and go Edit>Copy merged or just simply press Shift+Ctrl+C.
16- Press Ctrl+V to paste the image. Now go Filter>Blur>Radial blur.
Amount:25-30
For the movement, move around to choose the most suitable one for your icon.
Then, after the bluring, erase the unwated place(e.g. some covers the face) and set the opacity to 50%.
17- Duplicate the blured image and set it to screen 60%.
18- Duplicate it again and set it to Overlay 50%
19- Final step! Add a new blank layer and add a soft round brush with white color.
FINISH! CONGRATULATIONS!xd"
You can see that I'm always keeping on make it red and blue and add selective color layersOTL
It's not neccessary to add so much, but I just like doing it(WHAT?!). You may skip some steps if you feel it's not good to do that such silly steps!
