This Works On:

-HQ/Good quality screencaps and shots
-Well lit close ups

Doesn't Work On:

-Grainy bases
-Really dark bases
-Faces that are partially shadowed - the entire face has to be well lit
-Yellow/Orange bases

My Base:

01. Duplicate your base and set it to Screen at 60% [for bright bases, set to 13%]

02. Duplicate your base and set it to Overlay at 30% [this may be too harsh for darker bases, so you can try Soft Light if your working with a dark base]

{Originally bright bases from photoshoots, candids, and outdoors shots will not need Step 01 & Step 02}

03. Color Balance Layer

MIDTONES: +27, 0, 0 ~ Set to Normal, 100%

04. Color Balance Layer

MIDTONES: -100, 0, +100 ~ Set to Screen, 90%-100%

05. Color Balance Layer

MIDTONES: +22, 0, 0 ~ Set to Normal, 100%

*(CS3) 06. Selective Color Layer

REDS: -100, +35, +100, 0
WHITES: 0, 0, +39, 0
NEUTRALS: +5, +8, +5, 0 ~ Set to Normal, 100%

*(PSP7 alternative) 06. Hue/Saturation/Color & Color Balance Layers

Hue/Saturation/Lightness:
REDS -> Saturation: 31
GREENS -> Saturation: 17
BLUES -> Saturation: 22 ~ Set this to Lighten at 100%

Color Balance:
SHADOWS: 15, 0, -25 ~Set this to Color at 100%

07. Color Balance Layer

MIDTONES: 0, +100, 0 ~ Set to Overlay, 100%

That's the color. However, you may need to re-adjust according to your base. If your base is too blue, try duplicating Layer 03, only set it around 20%-30% - If something is off, try elimination Step 02
