How to go from this to 
in PS7.
First, crop the image to 100x100 pxl. Sharpen. Then, Image --> Adjustments --> Auto Contrast.
Create an Exclusion layer with color #161625.
Duplicate the base layer, desaturate it, and set it to soft light; 50% opacity.
Duplicate the exclusion layer, move it above the background copy, and set to color dodge
Add this light texture, set on screen.
Add this light texture, set on hardlight
Add this light texture (from here) on screen.
Add this gradient on soft light.
Add this gradient on soft light.
Duplicate the base again, move above all layers, desaturate, and set to overlay.
Add text (book antiqua // crisp setting), tiny text brush (by terra_katta), and ornate brush (by graphicjunkie).
