Crop and resize to 100x100
Duplicate image and set to Screen 100%
Layers > Adjust > Hue/Saturation. Raise the saturation by +30.
Layers > Adjust > Color Balance. Color levels: 0, 42, 100
New Layer set to Exclusion 100%. Flood fill #061d52.
New Layer set to Burn 100%. Flood fill #2ed5e4.
Layers > New Adjustment Layer > Curves (RBG - Input: 166, Output: 179// RED - Input: 135, Output: 169// GREEN stays at 0,0// BLUE - Input: 155, Output: 179)
Add text & a drop shadow layer and you're done!
