Start out with your base.

I chose this image of Cat Blanchett .

Crop your image 100x100 for icons obviously.

• Duplicate the base layer and set to Soft light 100% (gives more depth)

• New Fill Layer set to Exclusion 100%, #01041f (brings out the tans/peaches)

• New Fill Layer set to Burn 100%, #e7f6f7 (darkens icon)

• New Fill Layer set to Soft light 34%, #f0b6e4 (lightens and brings out pink in icon)

• New Fill Layer set to Soft light 44%, #edf0b6 (lightens and brings out yellow/green in icon)

• New Fill Layer set to Burn 100%, #e6e6e6 (darkens icon)

• New Adjustment Layer>Hue/Sat./Lightness, +24 Saturation (makes icon more colorful)

• New Fill Layer set to Multiply 40%, #e6e6e6 (dampens the last step so its not so overpowering.)

• Sharpen however you're comfortable doing so (I spot sharpen). Add textures, text, whatever and you're done!
