Oh yeah sorry I can be hard to follow.
You have to open a new layer (in Layer -> new">. Then, use a white paint brush around 5 of size. Paint a little (just a line) over the darkest place of the icon. Then go to Filter -> Blur -> Gaussian Blur and adjust the blur as you wish so that you'll have the effect you want. It will enlighten the icon.
Im afraid it's not clear :/ Don't be afraid to ask for more I can do a tut about it too to see step by step how I have done it!
