pollcode com & select 'one vote per year/month' to give every person just one vote... Seems like a good way of making the poll totally anon.

I agree with Sari, I think a poll that doesn't show names (is anonymous poll the right term?) is best =)

The names are always visible to the maker of the poll... so a LJ poll will never be truly anonymous.

I think we need to have a poll made outside of LJ, one that can be anonymous. Anon has made a suggestion, I think you should look into that.

I think google has a poll service, too?

In addition to the poll, you could do as sarisafari suggested and leave the comments section open to suggestions/concerns.
