Is the Secretary of State power hungry or disorganized?

Okay, so today, I got a letter that is cancelling my drivers license. I'm a bit pissy right now, but I figure tomorrow I'll call them and find out why my doctor saying that I was okay to drive wasn't enough for them. At which point, I expect them to say, "Letter? Ack, that's horrible. I do remember someone at work having trouble with Illinois not reinstating a driver's license (after a DUI) even after she sent all the documentation saying he'd completed all the classes to get it back. She was complaining that they like to ignore what a professional has to say and go with some stupid clerk's opinion instead. I hope you get it straightened out.

Since you don't live in IL, the explanation is that they require a doctor to sign off that you are under their medical care. Basically, they want a doctor to assure the state that they can either go after the patient or the doctor if there is a law suit so that no one can do "he said, she said" stuff. But essentially, they're freaked out about ppl passing out behind the wheel, which I have heard of in TX from witnesses... not sure what happened to the individual though.
