As to peace and democracy... I am not at all surprised. Part of the problem is that the view of life is so different between the two groups. The West has an overall belief in reasonably good conditions for prisoners. The punishment is their loss of liberty, nothing else. Other cultures believe more firmly in physical punishments and there´s nothing we can really do to stop that. Of course the prisoners will be treated differently by Iraqi guards - they are men from a culture where life is generally cheaper and extreme physical action is the norm.
That's what 'hearts and minds' is all about in the end.
