I believe it's generally to do with relative strengths of the material across the width and along the length and also about which way it will stretch if it's going to stretch at all. For a piece of garb that's only going to be worn occasionally (as opposed to every day) then you don't have to worry too much.

I think if I'm going to make a long robe, I'd like the extra-stretchiness of the lengthways fibres around me; so that the hem has some give if I trip over it (Not used to skirts ;-P )as well as give around the midriff for big helpings at feasts.
