I think maybe it is just because being a co-sponsor on a bill adds nothing to it? Its pretty much a symbolic thing, and maybe he just wasn't bothered to add his name in this case?
It's not totally meaningless. It's strongly symbolic - and what else is politics about? Also, if a bill gets 218 cosponsors (and they all mean it enough to sign a discharge petition) it gets to the floor. I figure there must be some reason he's not doing it, since it seems so in line with his stated policies and it's a pretty much no-cost action.
I guess I don't know the specifics of the bill. If it is a bill that is going to pass, maybe he just didn't feel like adding any "cheerleading" to it. Or maybe...the bill has HIDDEN AGENDA.
