Because it's relative. The wardens have no set standard, so there's no solid definition of what is needed for graduation.

Well, Comrade, it's true that the details will vary from person to person, but generally Inmates are here because they have hurt other people and/or themselves. The path to graduation involves not only stopping the behavior, but changing to the point where you understand why that behavior was wrong, regret doing it in the past, and no longer want to do it.

There are usually other things which are more specific, but that's the general answer.

Significant alteration and/or compromise of primary directives, operational code carries heavy negative weighting in cost/benefit analysis. Strategies reliant on such alteration unlikely to reach execution phase.
