Appearance: Billy is tall, with a slight, gangly build. On his head is perched a pair of welding goggles, which he never pulls over his eyes. They are mostly there for his villain costume, which is a long, white lab coat with a small caduceus over his left breast pocket, white gloves and boots, and light khaki pants. Typical “mad scientist” attire. When not in his Dr. Horrible attire, he dresses mainly in plain street clothes that are usually gray or dark in color.
Personality: At first glance, Dr. Horrible seems like your typical second-rate villain - he monologues, he documents his attempts to make it big on his video blog, and he’s even hired a vocal coach to work on his evil laugh. Even the people who watch his blog don’t take him seriously, calling him out on the results of his schemes and being sarcastic about the entire business (except Johnny Snow, who has somehow got it in his head that Dr. Horrible is his nemesis), and the doctor snarks right back at his viewers while answering their emails. Attempts at villainy usually end in abysmal failure as he is stopped unerringly by his superhero foe Captain Hammer.
Another look reveals there’s more to Dr. Horrible than what meets the eye. Billy is actually a shy, socially awkward individual who is deeply cynical about the world around him. However, despite all this, a spark of hope still remains within him. Dr. Horrible is not in the evil business for power, fame, or money (although those last two are a nice bonus) - his attempts to take over the world are driven by a desire to save it. He wants to destroy the status quo, change what passes as acceptable in society. In his own words: “The world’s a mess, and I just… need to rule it.”
So why does Billy choose villainy over heroics? The answer lies with his nemesis Captain Hammer. Captain Hammer is everything Billy is not - physically strong, super-powered, loud, obnoxious, and a whole slew of other negative qualities. How can the masses accept a hero that acts in such a manner? Sure, Captain Hammer does good, saving people and the like, but he’s fulfilling the role to the letter but not the spirit. How can they justify his behavior? If this was their idea of a hero, then Billy would just have to be a villain.
Billy also likes to sing. However, given the title of the series (Dr. Horrible’s Sing-Along Blog), this is fairly obvious.
Abilities: Billy is just a normal guy, completely devoid of any special abilities. He’s exceptionally skilled at building technological gadgets, having completed his own freeze ray, transmitter ray, and even a device that would have removed Captain Hammer’s strength if he’d been given a chance to fire it. He’s also particularly internet savvy, if the existence of his video blog is any indication.
Weaknesses: Billy’s most obvious weakness is his physical frailty. He lacks physical strength, instead choosing to rely on his gadgets and ray beams in order to get the job done. Captain Hammer beats up on him constantly, so he no stranger to pain. His lack of social graces is another shortcoming. Billy is shy around everyone except his friend Moist. The confidence he exudes as Dr. Horrible is just a mask. He eventually works up the guts to talk to Penny, but he lies about himself to try to get her to like him.

History: Next to nothing is known about Billy’s early years. It can be assumed that he excelled in math and science as while in school and was beat up by those stronger than himself. He became very disenchanted by the world, gaining a very negative outlook on life. At some point he turned to villainy in an attempt to change things for the better, thus starting his rivalry with Captain Hammer, who makes it a point to personally stop and humiliate Dr. Horrible at every turn.
When the series begins, Dr. Horrible has just finished a minor heist - he’d stolen gold bullions from a bank with his transmitter ray, but the bars had shifted during the event into a soupy mess (bullion -> bouillon). He takes the time to answer a few emails his viewers had sent him, one of which asks him about the “her” he always mentions on her blog. He launches into a song about a girl he sees often at the Laundromat. He’s cut short by Moist, his “evil moisture buddy,” who has brought in Dr. Horrible’s mail. They discover one of the letters is from Bad Horse, the head of the Evil League of Evil that the doctor aspires to join. The letter says that the League has received his application and are in the process of evaluating it. In order to obtain full membership, Dr. Horrible will need to pull off another crime. He’s ecstatic about the news and prepares to pull off a heist to steal a case of Wonderflonium he’ll need to finish his freeze ray.
The next day, Billy goes out and attaches a transmitter to the courier van transporting the Wonderflonium so that he can control it with his remote control device. As he waits for the case to be delivered, he runs into the girl from the Laundromat he has a crush on - Penny. Penny is trying to petition for a building to be saved so that it can be turned into a homeless shelter. Billy is less than impressed by the news, since he considers such actions to only treat a symptom of the disease that plagues the human race, but he signs anyway. Penny attempts talk to him further, but since he is distracted by the heist, she eventually just walks off. Frustrated at his position - he wants to talk to his crush, but he also needs to do this to be accepted into the league - he eventually lets her go and continues on with the heist. Unfortunately, just as everything seems to go according to plan, Captain Hammer shows up and breaks the transmitter, sending the car careening wildly. He then jumps off and attempts to flirt with a woman on the side of the road, heedless of the danger anyone else might be in. Dr. Horrible tries to stop the van as it barrels towards Penny, but before it can reach her, Captain Hammer jumps in front of her and pushes her into a pile of trash, preparing to stop the vehicle with brute force. The transmitter decides to work again right at that moment, stopping before it touches the hero. Captain Hammer grabs Dr. Horrible and prepares to beat him up, but he is interrupted by Penny as she gets up out of the trash, thanking him. It’s attraction at first sight - Penny and Captain Hammer walk away happily while Dr. Horrible grabs the case of Wonderflonium and stomps away in disgust.
Billy takes to stalking Penny and Captain Hammer as they go out on dates. He also meets up with his crush at the laundromat, and finally establishes the "audible connection" he's wanted for so long. He attempts to dissuade Penny from continuing her relationship with his nemesis but is only met with failure. On the upside, though, he finishes his freeze ray with the Wonderflonium he had stolen, and he announces his plans to attack the dedication of the Superhero Memorial Bridge, but unfortunately for him, both Captain Hammer and the entire LAPD watch his blog. To make things even worse, he receives a call from Bad Horse saying that they have declined his application because of his failure. The only way he can make it into the Evil League of Evil now is to kill someone - an act that he is unwilling to perform. He unloads his troubles on Penny when they see each other next, and they discuss their similar positions. Penny also apparently gets fired from jobs often, and after hinting at her own troubled past, they barely lean in for what sorta kinda not really might be a kiss. However, she pulls back before they get close, talking about Captain Hammer. She tells him that her boyfriend will stop by the Laundromat later, spooking Billy to the point where he makes up a reason to get the heck out of there as soon as possible. Just as he’s about to head out the door, who does he run into but his nemesis Captain Hammer. Hammer is coming by with the news that the homeless shelter Penny was petitioning for has been greenlit, and after a joyful hug from Hammer and a congratulations from Billy, she goes off to quickly take care of the rest of her laundry. Billy, however, tries to escape once more, only to be grabbed by Hammer. Turns out the hero recognizes him as Dr. Horrible and has noticed his crush on Penny. Captain Hammer then informs Billy that he’s going to seduce Penny just because Billy likes her. As the couple waltz away, Penny completely unaware of what has just transpired, something within Billy simply snaps. He’s lost all reservations against killing Captain Hammer, and he wonders why he hesitated before. It’s like a brand new day. Billy then locks himself away in him home, cutting off all ties with everyone as he works on converting his stun ray into a death ray. That’s approximately when he wakes up in Manhattan.
