PERSONALITY:
Joshua, though that isn’t his real name but merely an alias, is the Composer of Shibuya’s UG. It’s basically his job to judge the Souls of those that go through the Reaper’s Game and deem who earns the right for another chance at life. It is also his call for Erasure. As the Composer, his role stays within the bounds of Shibuya, at least his powers and abilities are limited to the district, and leaves the Game up to his Reapers to run while he watches. That is what he is: someone who created the Game and all the rules, but does not actively participate in it. Essentially, he is the final judge and as such, possesses insight to humanity as a whole and his city. His mood can affect Shibuya and vice versa. If the city is growing stagnant, then Joshua is as well. If it is unchanging and whatnot, that means Joshua is. If Joshua is distant, the Shibuya suffers as well. Joshua defines himself as this. There is no Joshua and then Composer. He is very much his role and little else.
That being the case, Joshua himself is a very wise being (he’s certainly not quite human anymore) and perceptive about people. At least that is what he would like to believe. Joshua is very much the person that sits and observes, but doesn't get involved. Part of it is due to the fact that Joshua is a little lazy. He would rather sit back and watch instead of putting too much effort into much of anything. There are several times in canon in which he expresses his dislike of getting to physically active. It would be safe to assume that he is that way with other things as well. Shibuya on the grander scale being one of them. He would rather forfeit his role as Composer to Neku and brush off the responsibility. He also stays in the alternate world instead of immediately getting in tough with Hanekoma. The "no man is an island" quote would be that Joshua really acts like an island. However, he knows his Shibuya down to the very core. His comprehension skills are quite adept and Joshua truly does show concern for both Shibuya and Neku to a degree. After all, his very reason for disposing of Shibuya was to prevent contaminating other grounds. Of course his concern and compassion don’t quite match up to what others would think to be so. The "trial by fire" is really his personality. That and he has no desire to really connect with people, to change. Be it that he fears people knowing his actual nature or attempting to change himself (as he does not believe that he is in need of it), the fact remains that getting to realize that he cares, on some level, might be dangerous for whoever attempts to show him that.
Joshua is also a rather picky, sometimes downright prissy. He only eats what he likes and nothing else. Josh will wear what he likes and nothing else. In that sense, he is a bit of a brat. Yet, he takes things in stride and doesn’t get worked up over much of anything. His demeanor is always cool and collected, despite the situation. Joshua also is the type to get things done, but to do so in a roundabout way and often doesn’t mind humiliating others along the way.
Which is another character flaw. Joshua might be a being that is very tapped into others, but at the same time he is very detached. He thinks nothing of saying hurtful or prying words to other people. Typically he does act rather snide or condescending to others. “Prissy kid” is a very good word to use for him and he does tend to look down on others. Joshua might even consider that ripping someone to shreds is similar to the refining process that the Game is truly about. At times he really is a cruel and hateful person and he doesn’t care about what other people say. Opinions don’t matter to Joshua and he will promptly question any and all values that someone holds. He truly does love playing games. Especially with people. The more he "likes" someone, the more he will try to irritate them and get on their nerves. One might think that he really does enjoy rubbing people the wrong way. After all, if he does that then they will have no desire to get to know him. If they do not try, there is no clashing.
In a sense, Joshua isn't all that different from where Neku started in the game. He's a rather private and closed-off individual. He doesn't really want to let people get to know who he real is or what sort of person he is. He does get lonely and generally runs from his own problems. Joshua has a little bit of a pride issue and that doesn't really allow for him to admit that he is in the wrong. Even when he knows that he is. In truth, he knows that everything that happened is really partially his fault. That is why Shibuya changes after the month long Game. The events that transpired actually gave Joshua a little hope in humanity. That's the real reason he didn't follow through with his first choice. It could be said that Joshua finally decides to change. It is slight and a work in progress, but at least he does come about a little. It isn't that Joshua is a good guy. It's not that Joshua is a bad guy (which he really isn't). What it comes down to is the fact that Joshua doesn't really differ all that much from humankind and he doesn't really like to admit it.
ABILITIES:
Matter manipulation - Taking an object from the RG and planting it in the UG anywhere he wants
Levitation - Just what it says. Joshua can float in the air
Plane Jumping - Essentially popping back and forth between different realities, dimensions, and universes
“Jesus beams” - fandom name, but while levitating, he fires several beams from his cell (all vertical) and has a finishing blow
Telepathy - Joshua can read minds, and it is a passive ability, though he doesn’t always pay attention to. He can also use this ability to speak to others, if he really wants to. IF he wants to, being key.
Other forms of manipulation - He can rewrite memories or take them away, he can defy some basic laws, and can also imprint upon other people (sort of force his will upon someone)
Pre-Cognition - Yes, he can sort of see the future. Sort of. Only a few moments in and it is usually not something he can control. It's more geared to protection/self preservation.

How it pertains to Joshua:
Not much is known about pre-game Joshua. Most of what is thought up of is basically fanon. However, it is a fact that Joshua could see the UG while he was still alive. He really did meet with Hanekoma and one way or another, became Composer of Shibuya. How? We really don't know. Joshua could have possibly died and moved through the ranks, challenged the Composer while still living, or even challenged the previous Composer while dead. Either way, he did end up with the title as Composer before the month-long Game starts and he was relatively young whenever it is that he actually died.
How that happens is Joshua was getting bored of Shibuya. It had been slowly getting worse during his time as Composer. He had been talking to his Conductor, Kitaniji Megumi, about simply erasing Shibuya completely. Getting rid of it would stop it from corrupting other areas, according to Joshua. However, Megumi pleaded with Josh, asking for a change. That if he could find a way to change Shibuya for the better... He would ask Joshua to spare it. Of course, being interested, Joshua agreed. He stepped back as Composer, nerfed his abilities, and proposed a month-long Game. Megumi would have one month to shape Shibuya. However, as it would not be fair for Joshua to paricipate, he would choose a Proxy to act in his stead.
Joshua chose Neku. Went to fetch Neku as well. While he was doing this, a certain Minamimoto Sho got wind of the Composer being vulnerable and decided to act. Sho attempted to assassinate Joshua and took off when he failed. Joshua then killed Neku to get him to participate in the Game. He gave Neku an extra player pin and also took his memories of this particular incident.
Other than that, Joshua merely observes. He doesn't take an active part until Week 2 of Neku's Game. Joshua becomes Neku's partner. Sho is the Game Master for the week and has decided upon using Taboo Noise. Joshua decided to take part in order to protect his Proxy as well as do some investigating on his own. During the week, Joshua and Neku butt heads. On almost everything. Neku even wonders if Joshua had been the one to kill him to start with. Essentially, during W2D7, Joshua pushes Neku out of the way from Sho's level i flare. It LOOKS like he sacrificed himself to save Neku. Which, he sort of did. Too bad that Joshua shifted planes and left Neku to believe that he was erased.
During most of week 3, Joshua spends his time in an alternate reality of his Shibuya. He met alternate versions of almost everyone that he already knew. Also played many a game of tin pin. Eventually, he called Hanekoma to take him back to his Shibuya. Just in time to see the completion of the month long Game. When he arrives, Neku and Megumi are facing down for the final fight. Megumi aborbs Joshua for the fight, but is defeated. Megumi's plan was a mass imprinting on all the minds of Shibuya, using specially designed pins. It didn't work on Neku because he had two player pins. Not that Joshua knew at the time he did that. He had just had a feeling to do so. With that, Megumi lost. As goes with all failures, he was erased, leaving Joshua and Neku to their own devices.
Which was when Neku learned the truth. Joshua decided to play one last game. A showdown with guns. If Neku were to off Joshua, Neku would be the Composer. It was Joshua's way of not erasing Shibuya, but also being rid of it. However, Neku surprised Joshua by not firing. But Joshua did.
Yet Shibuya still stands. Everything is back to normal. Everything is for the better.

I’m flattered that someone has deemed me worthwhile enough to watch my every move. It’s not every day that one finds out that he has a stalker. I would ask that this person would come out so that we could talk them through this obsession, but that wouldn’t really work in this case, now would it? But kidnapping little 'ol me? Tsk tsk!~
So, while I have everyone’s attention, care to tell me something interesting?
[A slight pause. He's really trying to put a few things together without sounding like a complete idiot. It just wouldn't do to be completely clueless in an new environment, now would it?~]
Better yet... Would anyone care to say where we are? I can only assume that there are others here, as this communication device just wouldn't be oh so useful if it were anything less.~
THIRD PERSON:
"Well that couldn’t have gone better..."
Joshua's tone was laced with irritation and sarcasm. It had only been maybe a moth after the last game, and while His Proxy certainly had been changing, the rest of Shibuya was slow to go with the flow. Perhaps He was being a little impatient, but even His mercy would only go so far. Giving His Shibuya another chance to reform was just proof of that. While that Game had been exciting… The few that had followed were not. It was the same old thing, even if He had established a new Conductor to take Megumi’s place. There were a considerable amount of changes that had to take place and all of the work was rather tiring. Really it was far from being complete. A good portion of Joshua's staff had dwindled and finding replacements for them all was rather taxing. It would take weeks of Games to rebuild that, let alone Reapers powerful enough to be commanding officers. That particular little problem Joshua had not planned on encountering, after all. It wasn't in the plans that He would have to find a way to reestablish everything since He had initially chose to destroy it all. Perhaps it would have been easier to just simply erase everything instead of doing things, but Joshua was too far invested now. However, the temptation was sorely there from time to time.
However, this hadn’t even registered on His foresight, limited as it may be. Being forced into lowering His vibe and plane jumping? That was new. Now He was standing there, in His fifteen year old form and He could already tell that His abilities were already being hindered. How on earth did he even get here anyway? Where was this place? There were many questions floating in his mind. Joshua toyed with the fact that this was a rather elaborate prank and then just as easily dismissed it. Few could actually pull one over on him, let alone manage to place him from one place to another as well as change his frequency. Whoever was responsible must be having fun at his expense. Of course no one from the Higher Plane would have bothered to bring him to an area like this. Especially a reality that felt like a UG within itself. This place was much cleaner than His Shibuya and very, very empty. There was no feeling to this place, at least not from what He could tell…
Joshua was partially irritated. He did not like leaving His Shibuya, especially in the hands of a new Conductor. Shibuya was undergoing a shift, and the Composer needed to be there, even at the most boring of times. Though instead of showing it, a little giggle escaped passed his lips instead. It wouldn’t be polite if he lost his cool and allowed whatever or whoever did this feel like they were getting under his skin. Oh no. That just wouldn’t do at all! He took a little bit of His hair and twirled it, thinking. He vaguely wondered just what sort of game this would turn out to be.
