you know, there's a Ben Folds lyric that tells about a similar police error. he was arrested because he had the name "Ben Folds", but the cops were looking for a different Ben Folds.
okay, so that's not really similar to your friend's experience, but I guess my point is that them cops get pretty hasty with the handcuffs, no? those wacky cops!
I've never actually talked to anyone that's received a speeding ticket and been subsequently arrested. I believe that police normally just give out what's called an offence-notice violation ticket which says that if you don't appear to plead guilty or not guilty by a certain date, then you will be deemed to have pled guilty and will be issued a fine (which will encumber your driver's licence and ultimately make it difficult for you to renew your driver's licence if you don't pay it). There are cases, however, where police issue summons violation ticket which says that you are required to attend court on a certain date and time, failing which a warrant can be issued for your arrest. Normally those are only issued for more serious offences (eg. reckless driving, public endangerment, etc.). In those cases, people can ultimately get arrested if they do not attend court.
